A man and his nephew have made an initial appearance in federal court in Los Angeles on charges of conspiracy and illegally exporting sensitive technology to China. Prosecutors say Sam Ching Sheng Lee and his nephew, Charles Lee, were arrested Tuesday. The felony charges were filed Dec. 16 and unsealed Wednesday.
