The man accused of abducting and sexually abusing Jaycee Lee Dugard testified during an unrelated kidnapping case decades ago that he often prowled through neighborhoods as a Peeping Tom and suffered from strong rape desires.

Some wonder why Phillip Garrido, accused of kidnapping Jaycee Lee Dugard in 1991, served only 11 years of a 50-year federal sentence in a previous kidnap-rape.

Reporting from San Francisco, Orinda, Calif., and Antioch, Calif. — As details continued to emerge about Jaycee Lee Dugard’s alleged kidnapper, questions intensified Monday over how Phillip Garrido could have served only 11 years in prison after a 1976 rape and kidnapping for which he had been given a 50-year federal sentence as well as a life term in Nevada.

A Los Angeles Superior Court jury Monday found a 25-year-old man guilty in the September 2008 stabbing death of a USC student.
